We've actually had that in lease for some time, prior to our changing of filters.
The problem is that the tenant would purchase 50 cent filters which would not protect your HVAC system and we would never really know if they were changed or not. Which meant in 95% of the cases, that they were not changed, which ultimately led to $5000-$10,000 HVAC systems failing a decade or more before they should. It also led to one home that nearly burned down because of the clogged filter which didn't let air get through and the furnace overheated.
